Below is a message received by RRESQ from the FRA representative of SACP.  I would appreciate EVERYONE emailing this guy every time you are working an engine with no air conditioning and copy RRESQ on your email.

The answer to working in a non-air conditioned environment is yes, when in the field not only myself, but, most of FRA inspection forces perform their duties in the elements.  Years back we received several issues surrounding lack of air conditioned locomotives, primarily in the west (California, Arizona, New Mexico, etc), this issue was brought before the UP/SACP for consideration, though a non-regulated issues, the carrier agree to the extent possible to having air conditioned units in workable condition at the lead of trains.  The number of complaints regarding non-equipped locomotives have steadily decreased, and as of year-end FY 2002 we received 2 reports, and thus far in FY 2003 we have received no reports regarding non-equipped, or failed air conditioned locomotives.  If any of your constituents have experienced an event, please provide the locomotive number, location, and date of occurrence.
